Pot-Limit Omaha (PLO) is the high-action cousin of Texas Hold'em, played with four hole cards instead of two and a pot-limit betting structure that creates enormous swings. The most common mistake new players make is forgetting the core rule: you must use exactly two cards from your hand and three from the board — no more, no less. PLO is a player-versus-player game dealt in live poker rooms, not a house-banked casino game. The extra hole cards generate stronger hands and more multi-way action than Hold'em, making PLO the preferred game for players who want big pots and high variance. You'll find live tables at most major properties. See our full US casino directory for venue contact details and hours.

Pot-Limit Omaha is the action game that Hold'em players graduate to when they want bigger pots and more complex decisions. The four card starting hands create an exponentially larger decision tree than Hold'em, and the pot-limit structure means every bet puts real pressure on opponents. PLO's defining feature is the mandatory use of exactly two hole cards — this rule is the source of countless beginner mistakes. A player holding four spades in hand with three spades on board does not have a flush. Hands are stronger on average in PLO than in Hold'em because players have six two-card combinations from their four hole cards instead of one. For the high-low variant, see our guide on Omaha Hi-Lo.

How to play Pot Limit Omaha

  1. Each player is dealt four hole cards face down. A round of betting follows (blinds posted, pre-flop action).

  2. The flop: three community cards are dealt. A betting round follows with pot-limit rules — the maximum bet or raise is the size of the pot.

  3. The turn: a fourth community card is dealt, followed by another round of pot-limit betting.

  4. The river: a fifth and final community card is dealt. Final round of pot-limit betting.

  5. Showdown: players must use exactly two hole cards plus exactly three community cards to make the best five-card poker hand.

  6. In pot-limit, the maximum raise is the amount already in the pot plus the call amount. This scales rapidly in multi-way pots.

Pot-Limit Omaha Rules and Betting

PLO follows standard Omaha structure: four hole cards, five community cards, exactly two from the hand and three from the board. The pot-limit betting structure caps the maximum bet at the size of the pot. To calculate a pot-sized raise: total the pot plus all bets on the current street, add your call amount, and that number is your maximum raise on top. This means a $10 bet into a $20 pot can be raised to $50 total — the $10 call makes the pot $40, then a $40 raise on top equals $50 total.

Unlike No-Limit games where an all-in bet can be any size, pot-limit creates a more structured escalation. The pot grows geometrically: a pot-sized bet followed by a pot-sized raise on the next street creates a pot that has multiplied several times over. PLO cash games typically run at stakes from $1/$2 up to $25/$50 and higher. Many rooms also spread PLO tournaments. The game is most commonly found in Las Vegas, Los Angeles, and East Coast poker rooms. Blinds, buy-in minimums, and rake vary by room.

  • What is the biggest mistake in Pot-Limit Omaha?

Forgetting the two-card rule. You must use exactly two hole cards and three board cards. A player holding four spades with three spades on board does not make a flush — they need exactly two spades in hand.

Editorial Strategy

Strategy & etiquette for Pot Limit Omaha

  • Starting hand selection is everything in PLO. Connected and suited cards matter far more than in Hold'em. Premium hands are double-suited with high pairs.

  • The nuts (best possible hand) change often. Drawing to anything less than the nuts on a coordinated board is dangerous in multi-way pots.

  • Position is magnified in PLO. Playing out of position with marginal holdings leads to difficult post-flop decisions against large pot-sized bets.

  • Avoid overvaluing bare overpairs. In Hold'em, pocket aces are a monster. In PLO, dry aces on a coordinated flop are a bluff-catcher at best.

  • Count your outs carefully. With four hole cards, draws are everywhere. Wrap straight draws and combo draws (flush plus straight) are the gold-standard holdings.

  • Pot control matters. Pot-limit betting means a single raise can balloon a pot from $50 to $200 in one action. Know when to keep the pot small.

PLO Starting Hands and Strategy

The hierarchy of PLO starting hands differs fundamentally from Hold'em. Premium PLO hands are double-suited (two suits represented among the four cards) with connected ranks and a high pair. A-A-K-K double-suited is the strongest possible starting hand. A-A-J-T double-suited with the aces suited to a broadway card is a fine premium. Middle connected hands like 8-7-6-5 double-suited play well in position in multi-way pots. Hands with danglers — one card that is disconnected and unsuited — are much weaker than they look.

Post-flop, the nuts rule dominates. In Hold'em a top pair can be a value hand for multiple streets. In PLO, even a strong two pair or bottom set can be a fold facing a pot-sized bet and raise on a coordinated board. Wraps (straight draws with many outs) and combination draws are the hands you want to pile money in with. A 13-out wrap plus a flush draw on the flop is a favorite over a bare set in many scenarios. Mastering pot odds and equity calculations is far more important in PLO than in Hold'em, as all-in decisions routinely involve multiple players with overlapping equities. Common Pot Limit Omaha variants

  • Omaha Hi-Lo

PLO with a split pot between the best high hand and best low hand (8 or better qualifier). More action, more split pots.

  • Omaha 8 or Better

The specific hi-lo variant using the 8 qualifier for low. Identical to Omaha Hi-Lo in common usage.

  • No-Limit Omaha

Omaha played with no-limit betting. Rare in live poker rooms but occasionally spread in home games.

  • 5-Card Omaha

PLO played with five hole cards instead of four. Bigger hands, more draws. Spreading at some rooms.

Where to Play Pot-Limit Omaha

PLO is available at live poker rooms across the US. The game is most commonly found in Las Vegas at rooms like the Bellagio, Aria, and Wynn, where $1/$2 and $2/$5 PLO tables run daily. Los Angeles card rooms including Commerce and the Bike spread PLO alongside a mix of other games. On the East Coast, Parx in Pennsylvania and MGM National Harbor in Maryland are known PLO destinations.

Call ahead to confirm that PLO is running. The game is less widely spread than No-Limit Hold'em, and tables may not run during off-peak hours. Many rooms run PLO as part of mixed-game rotations as well. Browse our US casino directory to find poker rooms near you.

  • How does PLO differ from No-Limit Hold'em?

PLO gives each player four hole cards instead of two, uses pot-limit betting instead of no-limit, and requires exactly two cards from the hand. This creates stronger average hands and much larger multi-way pots.
